GUIDELINES FOR BECOMING A FISCAL SPONSORSHIP PROJECT OF BACR

I. CRITERIA FOR ACCEPTANCE: Programs becoming a project of BACR should meet the following criteria.

Share BACR’s Mission: The BACR mission is to promote healthy development among individuals and families, to encourage service and volunteerism, and to help build community. We support and develop our volunteers so they can serve and develop themselves, and we support communities and institutions so they can provide healthy environments.

Adhere to a Code of Ethics and/ or Best Practices: Projects should operate in a manner consistent with BACR Best Practices and at a minimum
o Recognize the needs and strengths of the people to be served and support their development.
o Work within communities and build alliances to meet community needs.
o Base services on proven models and methods.
o Strive to reach goals and get results.

Fall within BACR’s Scope:
BACR will provide a variety of services that depend on strong relationships between the provider and the client; BACR will provide services in the Bay Area and will consider expansion to other parts of the state. We will not enter into programs that focus on providing products and/or require significant investments in plant and capital. We will not provide services to individuals who need residential treatment and/or who are severely mentally or developmentally disabled.

II. ELIGIBILITY
  1. Project activities must be compatible with the mission and scope of BACR.
  2. Activities must be charitable in purpose.
  3. Projects must have at least one-year in confirmed funding. Funding may come from one or multiple sources and may be private or government sponsored.
  4. An annual budget of approximately $100,000 is preferred, but BACR will consider lesser budget size depending on stability of funding and your program "fit" with BACR's mission.
Projects are NOT eligible if they are for-profit entities or individuals.

III. APPLICATION PROCESS
A. Letter of Inquiry (LOI) A letter of interest should provide contact information, mission, and purpose of project, goals to be achieved and a summary of funding.

B. Application Once BACR has reviewed the LOI, the organization may be asked to submit a full application. This application provides more detail about the project and its operations.

IV. REVIEW PROCESS

The CEO and/or CFO of BACR will review LOI’s within 5 days of receipt and respond to the applicant within 5 working days after review. If the organization is determined to meet the minimum criteria, it will be asked to submit a full application.

Applications will be reviewed monthly by the Fiscal Sponsorship Team on the fourth Tuesday. Applications must be received by the 15th of the month in order to be reviewed in that same month. Otherwise they will be carried over to the following month.

After a review by the Team, the applicant will be notified within 5 working days of the result. If accepted at the application phase, the applicant’s Project Director will be contacted and scheduled to meet with BACR’s CEO and/or CFO. A final determination will be made at least 5 working days after this meeting.

Fiscal sponsorships will be asked to sign a formal agreement outlining requirements and obligations of each party.

V. ADMINISTRATIVE PROCEDURES

There are multiple administrative policies and procedures that fiscal sponsorships need to follow including at a minimum:
  • Personnel Policies
  • Employee Hiring
  • Time and Attendance Reporting
  • Monthly Income and Expense Monitoring and Reporting
  • Assignment of Expenses to GL Codes
  • Expense Reimbursement
  • Check Request
Training along with a Fiscal Sponsorship Manual will be provided by the HR, Fiscal and/or and Payroll Departments.

I. PERSONNEL POLICIES AND PROCEDURES
Health and vacation/sick benefits may be provided if they are included in the organization’s budget.
